1. Statement 1 is incorrect. The Deputy Chairman of the Rajya Sabha is elected by the Rajya Sabha itself from amongst its members and is therefore a member of that House. The Chairman of the Rajya Sabha is the Vice President of India (ex-officio). While the Vice President is not a member of either House of Parliament, the statement incorrectly claims that *both* the Chairman and Deputy Chairman are not members. 2. Statement 2 is correct. The electoral college for the presidential election (Article 54) consists of the elected members of both Houses of Parliament and the elected members of the Legislative Assemblies of the States. Nominated members do not participate and thus have no voting right. However, the electoral college for the election of the Vice President (Article 66) consists of the members of both Houses of Parliament (both elected and nominated). Therefore, nominated members have the right to vote in the election of the Vice President.
